A criminal known as The Libanese has a dream: to conquer the underworld of Rome. To carry out this feat without precedent he puts together a ruthless and highly organized gang. Their progress and changes in leadership (The Lebanese is followed by his cohorts Freddo and Dandy) take place over twenty-five years, from the 1970's into the '90's, and are inseparably intertwined with the dark history of modern Italy: terrorism, kidnappings and corruption at the highest levels of government. Throughout these years Police Lieutenant Scialoia sticks to the gang's trail, trying both to bring them to justice and to win the heart of Dandy's girlfriend Patrizia.
Roma, fine anni Settanta. Sono anni turbolenti. Il Libanese, ambizioso leader di una piccola ma agguerrita batteria di Trastevere, ha fatto la gavetta maturando una convinzione: se comandano tutti vuol dire che non comanda nessuno. Roma è lì, in attesa di qualcuno che abbia il fegato e la forza di prendersela. Ma coraggio e idee non bastano. Servono uomini e, a parte i fidati Dandi, Bufalo e Scrocchiazeppi, Libano ha pochi effettivi. E poi servono le armi e, soprattutto, i soldi per comprarle. E' in questo momento che il Libanese fa un incontro decisivo con Il Freddo e la sua batteria (i fratelli Buffoni e Fierolocchio) che, pure loro, vivacchiano in attesa della grande occasione. Libano e Freddo sono diversi come il sole e la luna, ma si capiscono al primo sguardo. Una stretta di mano e le due batterie diventano una banda, anzi la Banda.
